Ruled by Britain in the 19th and 20th centuries, Bangladesh (formerly called East Pakistan), was formed in 1971 when it officially separated from its union with West Pakistan (now called Pakistan). As one of the most crowded countries on the planet, much of the lush, low-lying landscape is subject to yearly flooding, and the subsequent devastation of cyclones. Government of Bangladesh issues passport to its citizen for traveling abroad. The Department of Immigration and Passports issues passport on demand. Ministry of Home Affairs administers the passport issuing. In general, the duration of validity of passport is 10 years. However the validity of the passport for the minor citizen (less than 5 years) is 5 years. Passport issue and related activities are governed by the Bangladesh Passport Order, 1973, and the Bangladesh Passport Rules, 1974. There are three types of passports in Bangladesh issued by the authority. These are – a) International Passport for traveling to any foreign country, b) Special Passport for travel to India only, and c) Diplomatic Passport. One person can apply for the passport with a properly filled up passport application form, and 2 copies of passport sized and one stamp sized photo with usual fee . People have to fill up application form properly and it requires to be attested by a Member of Parliament or a gazetted officer of the Government. The issuing period depends on the applicant’s urgency. The applicant may apply for very urgent (requires 72 hours), urgent (requires 11 to 21 days), general (requires 21 to 30 days) or special passport depending on his/her need. The passport form is available in free of cost in all regional passport offices and some of the deputy commissioners’ offices in Bangladesh and foreign missions abroad. It can also be downloaded form the website of the Ministry of Home Affairs and the Department of Immigration and Passports. The passport offices have one-stop desks to handle with passport modifications or corrections. One can update any information in the passport within a day also. Regional Passport Offices, issue International and Special passports to the Bangladesh nationals and visas to the foreign nationals residing within their jurisdiction. Education System in Bangladesh The Ministry of Education is the supreme state office for education which again is subdivided in different directorates for each level while running numerous development projects (Education Projects and Technical projects ). According to the article 17 of the Constitution, all the children of Bangladesh are supposed to receive full free education up to secondary level. Secondary and higher secondary schools are affiliated under seven education boards. The boards administer two public examinations – one is the Secondary School Certificate Examination and the Higher Secondary Certificate Examination. The higher secondary schools are known as colleges. There are also Madrasah (religiously inclined) and English medium schools which are enrolled under Madrasah Education Board and Foreign Education Board respectively. Besides this, a Technical Education Board has been established to administer the vocational training schools at post secondary level in Education Board. The National Curriculam and Textbook Board is the authority to develop, approve and manage the curriculum and text books for primary, junior, secondary and higher secondary level. Government has also established Bangladesh Bureau of Educational Information and Statistics (BENBEIS) which keeps educational information at all levels. Bangladesh Government has published an Education Policy which is developed based on the inputs taken from different education commissions over the years. There are also many non-profit organizations which operate informal and semi-formal education for underprivileged children under supervision of Bureau of Non-formal Education. Creative Questions at SSC examinations From 2011, two subjects from each of the groups: Humanities, Commerce and Science will be included in this system. These subjects are: Geography and General Science under Humanities group, Business Introduction and General Science under Commerce Group and Chemistry and Social Science under Science group. The upcoming pre-test and test examination for Bangla 1st paper and Religious Studies of the SSC 2010 would be held on the same day in all Government and non-government secondary schools across the country. The question papers for these two subjects would be prepared, printed and distributed centrally. The examination fee will remain unchanged for the new system. New College Admission Policy for Academic Year 2009-2010 The Ministry of Education has declared the admission policy for new admission in college. The policy said that the last date of admission without late fee and with bank draft is July 7 and classes would begin on July 12 this year. The last date of getting admission with late fee and bank draft is July 20, it added. The age factor of the students for getting admission to the colleges has been scrapped in the new policy, which states that the students would be enrolled both in public and private colleges on the basis of their merit and Secondary School Certificate (SSC) examination result. According to the new policy, 88 percent seats in the colleges of the district towns except the divisional ones will be kept for all students and the rest 12 percent will be reserved for the students from outside the district headquarters. In the new policy, the respective boards will fix the admission fee after the respective colleges inform the boards about the infrastructure, numbers of teachers and seats. The colleges will not ask for additional money from any student, it says. Equally meritorious student from freedom fighters’ family will be given priority while selecting candidates, according to the new policy. The candidates will have to submit their main academic transcripts or mark sheets and testimonials issued by the headmaster of their respective schools, the policy reads. This policy also added that the passed students of S.S.C. and equivalent exam of 2007, 2008 and 2009 of any education board of the country can take admission of 2009-2010 session. The students of Science group can take admission for Science, Humanities and Business Studies; the students of Humanities can take admission in Humanities and Business Studies section; and the students of Business Studies can take admission for Humanities and Business Studies also. The policy has fixed the price of admission forms at Tk 10 and fees for admission management at Tk 50. Besides these, registration fee Tk 50, sports fee Tk 25, rover scout or girl’s guide fee Tk 10, Science and Technology fee Tk 07, Section interchange fee Tk 25, study postponement fee Tk 100 and late admission fee Tk 50. The number of government colleges in the country is 251 while the number of private colleges is 2,964.
